Director, Center for Housing Leadership
Reports to: President and CEO
Supervises: Policy and Research Analyst
This position is responsible for developing and implementing policy initiatives that will create systemic change and expand housing opportunities, leading to a society in which everyone has access to housing in safe neighborhoods with quality schools and good jobs. Using information gained from the people HOME serves as well as research into housing and lending issues and knowledge gained from other stakeholders, the Director develops strategic policy initiatives, mobilizes support, builds coalitions and educates public officials. Operating with the highest degree of integrity, the Director of the Center for Housing Leadership positions HOME as a respected source for information and advice on fair housing and fair lending issues.
The DCHL oversees research into areas of housing market failure (including lending and the provision of homeowners’ insurance), and works with internal and external stakeholders to identify potential solutions. The Director ensures that the research projects are based on clear strategic direction and both reflect and support the needs of HOME’s Centers for Housing Education and Housing Advocacy, as well as HOME’s policy initiatives.
The position works with the Strategic Communications Manager and Development Director to ensure that all public messages are consistent, appropriately timed, and mutually supportive; and is a member of the Resource Development Team.

Education Requirements: Bachelors degree required; master’s degree preferred in relevant field or equivalent experience in public policy, government relations, housing and/or civil rights.
Skill Requirements: The Director must be comfortable meeting and interacting with new people, and have the ability to establish strong relationships, build consensus, reach out to a range of stakeholders with varying perspectives on issues, navigate the legislative process, and build strong coalitions. Additional skills include the ability to manage a program and supervise staff, and the ability to prepare press releases and promote HOME’s policy goals effectively with the media. The Director is expected to maintain a high level of knowledge about housing issues, particularly fair and affordable housing and fair lending law. The Director must work effectively both independently and as a team member working with other staff on joint projects. This position is also expected to possess strong attention to detail and excellent writing, analytical and organizational skills and to deliver a high level of productivity with minimal supervision. The position requires some weekend and/or evening availability and occasional travel.

Mortgage Loan Originator - Temporary & Part-Time
Housing Opportunities Made Equal of Virginia, Inc. (HOME) has an immediate opening for a licensed temporary and part-time Mortgage Loan Originator. Responsibilities includes: completing applications to originate mortgage loans while providing outstanding customer service to first time home buyers. Determine the appropriate loan options for first time homebuyers based upon their present situation, future plans, and preferred loan. Provide guidance and information relevant to the risks and benefits of each program the applicant is qualified for; effectively explain and communicate the terms of each loan and ensure all documents necessary are signed by the borrower. Gather all initial documentation required based upon the applicant's selected loan program and disclosure requirements. Work with the loan processor to provide any letters of explanation, or additional documentation as necessary and required to close each loan. Maintain a working file as required for compliance.
Qualifications: Virginia State Mortgage Originator License and 1 year of mortgage origination experience. Applicants with less than 1 year will be considered on a case by case basis. Qualified Applicants have the ability to take accurate and thorough loan applications; have a working knowledge of credit reports, DTI, LTV, and CLTV ratios; have excellent communication and interpersonal skills; Attention to detail and outstanding customer service is critical to success. Chief Financial Officer
Reports to: President
Supervises: Accountant, Bookkeeper and Administrative Assistant
The Chief Financial Officer ensures that all funds are tracked and managed according to generally accepted accounting practices and the applicable federal circulars, provides management with the budget and financial information necessary for effective and responsible programmatic and financial planning, and helps set the strategic direction of the agency. The Chief Financial Officer administers all agency financial functions, including financial planning, budgeting, recordkeeping and reporting, and ensures that the finance staff performs at the level necessary to protect both the agency’s finances and its reputation. The CFO is responsible for keeping the President fully informed of the organization’s complete financial position in a timely manner, and for developing the annual budget and budgets for grant applications and management decisions. The position is responsible for all of the agency’s investment accounts and for ensuring that they are managed in accordance with the guidelines and directives of the board of directors. As steward of the agency’s funds, the Chief Financial Officer is responsible for ensuring that appropriate internal controls are in place, that all financial transactions are handled properly, and that management has the financial information necessary to readily evaluate the agency’s financial position and make appropriate decisions. The CFO is a member of the Executive Team, and functions as staff to the Board Finance Committee. There also may be other duties, as assigned by the President. Timeliness, accuracy, and clarity are essential elements of all duties.

I. Supervision: Responsible for ensuring that division staff perform in a manner which meets HOME’s financial management objectives.
o Establish high standards for performance
o Ensure that all functions can be performed by more than one person to create continuity in case of absence
o Supervise, counsel and evaluate finance division staff
o Ensure staff is properly trained and given the opportunity to develop leadership skills
o Ensure that staff adheres to the highest financial management standards
II. Administration and Financial Policies: Responsible for ensuring that HOME’s financial management functions meet the requirements of all funding sources and maintain the highest standards for accuracy, internal control, and timeliness. Responsible for evaluating and managing financial risk.
o Develop and implement appropriate agency-wide financial procedures, including adequate internal controls.
o Ensure that all funds are managed in accordance with applicable federal circulars
o Develop and implement a financial risk management plan
o Ensure that the agency’s recordkeeping system provides all information required by funding sources, and that ledgers and journals for all funds are properly maintained.
o Ensure that all expenses are properly allocated, in accordance with donor restrictions where necessary.
o Ensure that all funding source financial reports and cash requests are prepared and submitted correctly and on time
o Ensure timely preparation of monthly income and expense statements for all funds and for the organization as a whole, review and approve financial statements, note significant deviations.
o Ensure that all bank accounts are properly maintained and reconciled.
o Ensure that complete files of all financial transactions are maintained, including cash receipts logs, bank statements, invoices and vendor files, service contracts, inventory records, procurement records, grant and contract files, insurance policies, and original loan documents.
o Ensure that all payroll records are properly maintained and that all payroll tax deposits and other deductions are done properly.
o Manage HOME’s benefits programs, including insurance policies, tax deferred compensation plans, leave, and other benefits
o Coordinate donor records with the Department of External Affairs.
III. Audit, tax and regulatory submissions: Responsible for ensuring a successful audit and the timely submission of all required financial reporting forms and regulatory filings.
o Make recommendations to Finance Committee on selection of independent auditor
o Manage the audit process and ensure that all documentation is available, provide assistance to the auditors as necessary.
o Review draft audit and propose changes if necessary
o Manage the annual preparation and filing of the Form 990 tax return
o Prepare timely submissions of Form 5500, quarterly payroll taxes, and other required government filings for federal, state and local agencies.
IV. Planning and Budgeting: Responsible for ensuring that management has accurate income, expense and cash flow data and projections in a manner that supports effective decisions about the use of resources.
o Develop long-range financial plans
o Provide financial information (including cash flow projections) to President in a timely manner
o Call attention to potential changes in financial position to support long-range planning
o Utilizing a zero-based budget approach, in consultation with the President and program directors develop the annual agency budget.
o Develop budgets by program and Center to support grant applications and effective management
o Monitor income and expenses and propose budget revisions as necessary
o Utilize a functional accounting approach to the provision of budget information for management
o Develop and implement indirect cost rate
o Support the Board Finance Committee
V. Investment Management: Responsible for management of all investment funds
o Recommend investment policies to the President and appropriate committees
o Establish financial reporting systems for endowment and other investment accounts, including investment interest and dividend income, calculation of gains/losses and other data necessary for management and compliance of accounts
o Provide detailed analysis of all proposed withdrawals
o Serve as primary liaison with investment account managers
o Monitor performance and perform analyses for management and board as requested
o Provide regular, timely updates on projected impact of disbursements on fund corpus
o Monitor transfers from reserves for cash flow purposes and manage those funds in a way that provides for repayment
o Manage accounts in accordance with directions from President and board.
VI. Financial Assistance Programs: Responsible for ensuring that agency financial assistance procedures are followed before client assistance funds are released, and that all funds released are fully and completely documented.
o Develop and implement appropriate procedures for all financial assistance programs.
o Ensure that all loans files contain appropriate documentation before funds are released.
o Ensure that loan files are properly maintained, and that loans are serviced properly and in a timely manner.
VII. Executive Team: Participates in and supports the work of the Executive Team, provides information necessary for program administration and leadership decisions in a complete and timely manner, helps set agency strategic direction.
VIII. External Relations: Responsible for establishing positive working relationships with appropriate external entities.
o Respond promptly and accurately to funder requests for financial information.
o Establish and maintain banking relationships.
